I'm thinking that you may or may not have tried some of the above; the chief wants you to feel like you have to listen to her during work hours, and that it's probably just you and the chief in your department, and that z is not in your department (I'm guessing that from your description). Every time you ask her, every time you complain, every time you accept helplessly, every time you get angry, you're reinforcing her notion.
